The National Institute on Deafness and Other Communication Disorders (NIDCD) seeks a Director with creative vision and strong leadership skills to guide its Division of Extramural Activities (DEA). One of the 27 Institutes and Centers (ICs) of the National Institutes of Health (NIH), NIDCD supports a broad spectrum of basic and clinical research related to hearing, balance, smell, taste, voice, speech, and language. The DEA Director is a key management position and a member of the NIDCD Leadership Team that meets with the NIDCD Director weekly. The Leadership Team meeting is the setting in which high-level scientific policy and programmatic resource decisions are made for the institute.

The NIDCD DEA Director is responsible for the scientific and administrative management of the Division of Extramural Activities and serves as the principal advisor on research administration policies including peer review, grants management and administrative management of the Division. The Director, DEA oversees the work of the Grants Management Branch, Scientific Review Branch, and the Office of the DEA Director. Specifically, the Director, Division of Extramural Activities is responsible for overseeing several distinct but related functions involving the extramural operations and having full managerial and executive responsibility for the following activities:
•providing leadership and advice on extramural research grant, contract, and training program operations and policies within NIDCD;
•oversight of grants management activities and implementation of grants policies;
•oversight of Freedom of Information Act requests submitted to NIDCD and publication of FundingOpportunity Announcements and other Notices to the research community;
•oversight of Committee Management functions for all Federal Advisory Committees serving theNIDCD;
•providing guidance at the interface of grants management and the NIDCD Budget Office;
•oversight and direction for the peer review of research applications, training applications and contract proposals;
•represent NIDCD on extramural research administration and policy committees both within NIDCDand at the NIH;
•executive and managerial oversight of policy development for extramural research grant and contract review and management procedures;
•overall management of the operations of the National Deafness and Other Communication DisordersAdvisory Council and serving as its executive secretary; and
•managing the resources for the Division of Extramural Activities, including financial and personnel needs.
The Director, DEA will have responsibility for the development, implementation and dissemination of extramural review and grants management policies and procedures both internal and external to the NIDCD. The incumbent serves as an authoritative source on NIDCD/NIH extramural research peer review regulations,
and grants management policies, and maintains awareness of new developments in research administration through interactions at professional conferences.

REQUIRED QUALIFICATIONS: Applicants must possess an M.D., Ph.D., or equivalent degree, and have demonstrated substantial leadership experience in managing basic, translational or clinical research programs in biomedical research.The successful candidate will have proven experience in managing and directing a program of research administration and well-honed interpersonal skills.
